Questions and Responses from Community Meetings regarding Boundary Changes:

Q. How come there is a slight difference between the two recommendations and the current GES #’s.

A. The current numbers include all transfers (inter-district & intra-district); the recommendations do not include current transfer numbers.

Q. What is the likelihood of the project development from happening and what campus will they belong to and what campus will pick up the slack?

A. We received information that The Housing Authority is not proceeding with the proposed development on the southwest quadrant of W. Borderland Rd. and Strahan Rd. The item will not be discussed at the April 10th hearing. (The elementary campus they would have been assigned to is Jose Damian Elem.) 

Q. If our child is in the EPISD school district boundary, when can we put in a transfer to CISD?

A. The transfer window is currently open for inter-district and intra-district transfer applications. The deadline is May 1, 2018.

Q. Please explain the address verification process. Are they verified by document verification only or are home visits done as well? The issue is “address borrowing” and how to minimize. Do you verify who is paying district taxes?

A.  When a student enrolls and registers annually thereafter, documents are verified for residency. If mail is returned or the campus/district is notified that a student does not reside where they listed initially, a team is sent to the house to verify residency. This would verify that residents are paying district taxes.

Q. If the class size reaches the ratio capacity for students for teacher – will the district open a new section or will they submit a waiver?

A. Staffing guidelines exist for elementary, middle, and high school classrooms. Staffing guidelines are found on the district’s website at http://www.canutillo-isd.org/departments/human_resources/extra_forms/ . Maximum class size waivers are required if any class for grades K-4 exceeds the allowable class size limit of 22 students per class (22:1). Waivers will be submitted accordingly, and the district will follow the district guidelines to determine whether another section will be added.

Q. Will transportation be provided to students who are affected by a boundary change? (ie, a student is assigned to a different campus than what they have been attending).

AYes. The CISD Transportation Department is committed to providing safe and efficient transport service for all eligible students (2 miles or greater from the campus).

Q. Will Bill Childress still be open to PK-5th grade?

A. Yes. No grade configuration changes were recommended. Elementary Schools will continue to be PK-5th grade; Middle Schools – 6th-8th grade; High Schools – 9th-12th grade.

Q. BCE has fewer enrollments than most other campuses. How can we make changes that would take advantage of that under-poplulation?

A. Current proposals increase the enrollment numbers at BCE.

Q. Why does AMS and CMS with new scenarios have such a difference in the enrollment and how can we even out the enrollment?

A. The middle schools have a larger number of approved intra-district transfers; these are not included in the chart. We anticipate a continued interest in STEAM and Medical Academy programs, consequently, these numbers will be larger.  

Q. Are the capacities that are listed up-to-date?

A. Capacity numbers are assigned according to the regulated metrics when the building is constructed. Newer buildings may have had different/updated metrics than older buildings.

Q. What campus has the most number of transfers?

A. Jose Damian Elementary

Q. Is there an update on the Public Housing proposal for the DDE area? How will this affect the capacity at DDE?

A. Currently there is no construction started. DDE has room for growth.

Q. Do we still have transfer students from nearby school districts? How to these affect the overcapacity status of Reyes Elementary? Are we still approving these transfers?

A. Yes, we receive transfer students from nearby school districts. Last year, Reyes Elementary was closed to new transfers. They have approximately 30 transfer students – most of who are from within the district. The amount of space at a campus/in a grade level is considered for all transfer requests.

Q. Is Canutillo High School being impacted by the overcrowding?

A. Canutillo High School’s enrollment as of March 16, 2018 was 1,533 students. The capacity is 1,550.

Q. How does this boundary change affect the teacher to student ratio?

A. Current staffing guidelines will continue to be used to remain within the parameters of class sizes.

Q. Is the development in Spur 16 being included in your scenarios?

A. Yes.

Q. Would there be a consideration to add to the buildings where there is an overcapacity?

A. Maximizing the usage of all the facilities is priority.

Q. If my child is enrolled at a campus where the STEAM or Medical Program is being offered, how will this affect my child’s enrollment to that particular school?

A. The STEAM and Medical Academy are offered at our middle schools. A transfer form should be submitted for consideration to continue attending the specific program.

Q. Do all of the students that are attending Reyes Elementary reside within the Reyes boundaries?

A. Approximately 30 transfer students attend Reyes Elementary.

Q. Does the transfer process apply to all students in the district if the parent would like to have their child attend a non-home campus?

A. Yes.

Q. How will this change taxes?

A. The proposed boundary changes will not impact the current tax rate.

Q. What about making a new middle school? New elementary school? New high school? Or expansion [of schools]?

A. The priority will be to maximize the use of our current facilities, however, future expansion could be considered.

Q. Is this a temporary solution only?

A. No.

Q. What about an expansion at Reyes and Damian due to the increased numbers? (currently and in the future).

A. The priority will be to maximize the use of our current facilities, however, future expansion could be considered.

Q. We can basically forget about scenarios 1B and 4B, right?

A. Yes, the steering committee narrowed the recommendations to 2B and 3B.

Q. Are we going to see something similar in 3, 4, or 5 years?

A. The committee considered growth projections for these recommendations. We also considered the areas that are growing fastest in the district. It is hard to tell if the current rate of growth will continue.

Q. Some student’s parents choose to transfer after reviewing school’s ratings/grades. If transfers are frozen or capped, will the district ensure all schools have equal academic opportunities at all their campuses? Currently some campuses are scored lower than others, and students may not have the same opportunities offered at one campus than at another.

A. The district commits to offering academic opportunities for all students to succeed.

Q. Will there be a bond to build a new high school and a new middle school?

A. The priority will be to maximize the use of our current facilities, however, future expansion and/or bond may be considered.

Q. Has CISD considered sending elementary students from behind Abundant L.F.C. to Bill Childress? (exits are more convenient heading to Vinton anyway).

A. This is not reflected in the current recommendations.

Comment: Please utilize Bill Childress for all the new enrollments from Reyes Boundaries.

R. La oportunidad de pedir cambios dentro y fuera del distrito ya está abierta. El plazo para pedir cambios se cierra el 1 de mayo del 2018.

P. Favor de explicar el proceso de verificación de domicilio. ¿Se verificarán por medio de documentos solamente o también habrá visitas a las casas? El asunto es como minimizar que usen “direcciones prestadas”. ¿Ustedes verificán quien paga los impuestos distritales?

R. Cuando un alumno es inscrito anualmente, se hace una revisión de documentos para verificar su residencia. Si las cartas son devueltas por el correo o la escuela o distrito es notificado de que el alumno ya no reside en donde se había indicado anteriormente, se mandará personal del distrito a la casa para verificar residencia. Esto verificaría que los residentes están pagando impuestos distritales.

P.  ¿Si el tamaño de la clase llega al cupo límite de número de alumnos por maestro, se abrirá una sección nueva o se presentará una excepción al estado?

R. Actualmente, existen lineamientos para contratar personal para los salones de primaria, secundaria y preparatoria. Estos lineamientos se encuentran en la página de web del distrito en http://www.canutillo-isd.org/departments/human_resources/extra_forms/ Las excepciones sobre el cupo máximo por clase son requeridas si alguna clase para los grados kínder a cuarto se excede al tamaño de clase permitido de 22 alumnos por clase (22:1). Excepciones se presentarán como corresponde y el distrito seguirá los lineamientos para determinar si se abrirá otra sección.

P.  ¿Habrá transporte para los alumnos que sean afectados por los cambios en las zonas escolares? (ejemplo: Un alumno es asignado a una escuela diferente a la que ha estado asistiendo).

R. Si, el departamento de transporte del distrito de Canutillo está comprometido en proveer servicio seguro y eficiente para transportar a todos los alumnos que sean elegibles ( 2 millas o más de distancia a la escuela).

P. ¿Seguirá la escuela Bill Childress abierta de PK a 5to grado?

R. Si, no hubo recomendaciones para cambiar la configuración de las escuelas. Las escuelas primarias seguirán siendo de PK a 5to grado, las secundarias de 6to a 8vo y las preparatorias de 9no a 12avo grado.

P. La escuela primaria de BC tiene menos alumnos que la mayoría de las otras escuelas. ¿Qué cambios podríamos hacer para aprovechar el espacio en esta escuela que esta baja en inscripciones?

R. Propuestas recientes indican incrementar inscripciones para aumentar el número de alumnos en BCE.

P. ¿Por qué las secundarias AMS y CMS tienen tanta diferencia en inscripciones si ya tienen nuevos programas? ¿Cómo podemos nivelar las inscripciones en estas dos secundarias?

R. Las secundarias tienen un número más grande de transferencias dentro del distrito. Estas transferencias no están incluidas en la tabla. Nosotros anticipamos un interés continuo en los programas de STEAM y de la Academia médica y consecuentemente, los números incrementaran.

P. ¿Están las listas de cupo límite actualizadas?

R. Los números sobre el límite de capacidad son asignados según las métricas reguladas cuando se construyeron los edificios. Edificios nuevos pueden tener métricas diferentes y más actualizadas que edificios más antiguos.

P. ¿Cuál es la escuela que tiene el número mayor de cambios o transferencias?

R. La primaria Jose Damian

P ¿Hay alguna actualización en la propuesta de La vivienda pública para el área de la primaria DD? ¿Cómo podrá esto afectar la capacidad de la primaria DD?

R. Por el momento, no ha empezado ninguna construcción. La primaria DD tiene espacio para crecimiento.

P. ¿Todavía tenemos transferencias de alumnos de distritos escolares que se encuentran cerca de Canutillo? ¿Cómo afectan estas transferencias el sobre cupo de la primaria Reyes? ¿ Se siguen aprobando estas tranferencias?

R. Si, seguimos recibiendo transferencias de alumnos de otros distritos. El año pasado, la primaria Reyes se cerró para estas transferencias. Ellos tienen aproximadamente 30 alumnos de transferencia. La mayoría son dentro del distrito. El espacio disponible de una escuela o salón se toma en cuenta cuando hay peticiones de transferencias.

P. ¿Está siendo afectada la preparatoria de Canutillo con sobre cupo?

R. A partir del 16 de marzo del 2018, la inscripción de la preparatoria de Canutillo es de 1,533 alumnos. La escuela tiene una capacidad de 1,550 alumnos.

P. ¿Cómo afecta la proporción de maestro a alumno estos cambios en las zonas escolares?

R. Los lineamientos actuales se seguirán implementando para seguir dentro de los parámetros del tamaño de las clases.

P. ¿Se está incluyendo el desarrollo en Spur 16 en esos escenarios?

R. Si

P. ¿Se está considerando agregarle a los edificios donde haya sobre cupo?

R. La prioridad es usar al máximo todas las instalaciones.

P. ¿Si mi hijo está inscrito en una escuela donde se ofrece el programa de STEAM o Médico, cómo le afectará a mi hijo su inscripción en esa escuela en particular?

R. Los programas de STEAM y de la Academia médica se ofrecen en las secundarias. Una forma solicitando la transferencia deberá ser entregada para que sea considerado en continuar asistiendo a ese programa específicamente.

P. ¿Tódos los alumnos que asisten a la primaria Reyes viven dentro de la zona escolar de la primaria Reyes?

R. Hay aproximadamente 30 alumnos que son transferencias.

P. ¿Aplica el proceso de transferencia a todos los alumnos del distrito si el padre quiere que su hijo asista a una escuela diferente a la que le corresponde?

R. Si

P. ¿Cómo cambiará esto los impuestos?

R. Los cambios propuestos en las zonas escolares no tendrá impacto en tasa de impuesto.

P. ¿Se está considerando construir una nueva primaria, secundaria o preparatoria? ¿Se está pensando extender alguna de las escuelas?

R. La prioridad es hacer el uso máximo de las instalaciones que ya tenemos. Sin embargo, alguna expansión se podría considerar en el futuro.

P. ¿Es esto una solución temporal solamente?

R. No.

P. ¿Se podrían hacer más grandes las primarias Reyes y José Damián debido al incremento en sus números tanto por ahora como en el futuro?

R.  La prioridad es dar uso máximo la las instalaciones que ya tenemos. Sin embargo, construcción a futuro o propuesta financiera (bond) se podrán considerar a futuro.

P. ¿Básicamente, podemos olvidarnos de las opciones 1B y 4B, verdad?

R. Si, el comité directivo redujo las recomendaciones a las opciones 2B y 3B.

P. ¿Volveremos a ver algo similar a esto en 3, 4 o 5 años? 

R. El comité considero las proyecciones de crecimiento para estas recomendaciones. También se consideraron las áreas con más crecimiento en el distrito, pero es difícil decir si el crecimiento actual continuará.  

P. Los padres de algunos alumnos prefieren transferir a sus hijos después de revisar la clasificación y las calificaciones de la escuela. Si las transferencias se congelan o llegan a su cupo limite, ¿se asegurará el distrito de que todas las escuelas tengan las mismas oportunidades académicas? ¿Hay escuelas que tienen una calificación más baja que otras y tal vez haya alumnos que no tengan las mismas oportunidades que se ofrecen en una u otra escuela?

R. El distrito se compromete en ofrecer oportunidades académicas para que todos los alumnos tengan éxito.

P. ¿Habrá una propuesta financiera (bond) para construir una nueva secundaria o preparatoria?

R.  La prioridad es dar uso máximo la las instalaciones que ya tenemos. Sin embargo, construcción a futuro o propuesta financiera (bond) se podrán considerar a futuro.

P. ¿Ha considerado el Distrito escolar independiente de Canutillo mandar a alumnos de primaria que están a espaldas de Abundant L.F.C. a la primaria Bill Childress ya que las salidas de la carretera son mejores rumbo a Vinton?

R.  Esto no está reflejando en las recomendaciones actuales.

Comentario: Favor de utilizar Bill Childress para todas las inscripciones nuevas de la zona escolar de Reyes.
